Recirculation: Proposed Amendments to Registration Regulation and College By-laws

At its September meeting, Council approved for circulation proposed amendments to the Registration Regulation and College by-laws. If approved by the Ministry of Health and Long-Term Care, these amendments would have:

  • Added a “good character” provision to the Regulation, which would provide the College with more robust regulatory tools when assessing new registrants.
  • Added a non-practising status to the Regulation, which would set out the process for non-practising members to return to active practice.
  • Eliminated the Academic Certificate of Registration, which would remove potential bias from the Regulation and enhance public protection.

In addition, the following amendment to the College by-laws was approved for circulation:

  • Reduction of the annual fees paid by non-practising members, bringing the College in line with other regulatory bodies.

These proposals were circulated for 60 days for stakeholder feedback. Following a review of these responses, the College proposes the following further amendments:

  • Rewording the good character provisions to more closely match the College’s good character policy.
  • Reintroducing the Academic Certificate of Registration, but with different requirements for registration. The proposed language would ensure that the process has less impact (than complete revocation) on the University of Waterloo School of Optometry and Vision Science while maintaining fairness and accountability.
  • Clarifying that members with inactive status would not be required to undergo practice assessments if they don’t meet the minimum requirements of the continuing education policy, but would be subject to other College processes.
